This would have to be one of the more severe cases of poor pruning I have seen in a while. It doesnt however make any others less offensive and concerning.
Simply cutting the end of the branches and leaving stubs present is not pruning in accordance with the Australian Standards AS 4373 of 2007.
When are they going to start to do the job properly while having some regards for the tree and the residents who have to look at the end result. It would be nice to think that the staff/contractors carrying out the work would take some responsibility and initiative for the environment in which we all live in.
Management of these companies should ensure staff are trained and work is being carried out in accordance with the standards irrespective of whether or not the contract specifically says that it will be.
The pictures below show the poor quality of pruning with more than 1 stub present. The remainder of the pruning cuts which are not clearly visible in these photos are also of a poor nature.
